As you may remember from the end of Claire's scenario, Umbrella is wanting to secure the G-Virus. Turns out they sent more than just some armed troopers to get a hold of it. They also sent Mr. X, the Trench-coat Tyrant! Of course, given that Mr. X is after the G-Virus, it makes you wonder why he wants to beat the crap out of Leon. Maybe he just hates the police.
