Fixed the garbage framerate limiter with a much reliable one that can cap the game at consistent 30 or 60 fps. Gone are the days of having a video open in background to make this thing run at a somewhat decent framerate (which was even wrong, as it would run at 27-29 fps).

Good news aside, the hacking isn't perfect yet, as it breaks the timers with the quit screen (the one that appears when you press F9) and doesn't display correctly some things in resolutions superior to 640p. For example, the save/load screen is completely misaligned and the ECG still displays in 320x240.
