This video shows and tells how to get into the PS2 startup screen. From there you can set the date/time, language selection, video output, and even format your memory cards.

Another way to get into the startup screen is to turn the core option Fast Boot (under System) off, then restart and make sure you eject the disc by going to Quick Menu Disc Controls, then select 'Insert Disc' to eject the disc from the virtual tray.
