Install Instructions:

Install Deluge via the Software Centre, or Terminal
sudo apt-get install deluge
Optional Repository to add - ppa:deluge-team/ppa
sudo add-apt-repository ppa:deluge-team/ppa

Deluge is probably in included in the Package List

Tick "Blocklist" on Plugins
Add URL: http://www.deluge-torrent.org/blocklist/nipfilter.dat.gz
Tick "Import blocklist on startup"
