After Varys tells King Robert that Sir Jorah Mormont has found out that Princess Daenerys Targaryen, daughter of King Aerys II, is married to the leader of a Dothraki horde and is now pregnant with the Khal's son, Robert is outraged.

He convenes a Small Council meeting to discuss what to do about it, and seemingly all of them agree that Daenerys should die, with the notable exception of Ned Stark: the new Hand of the King refuses to partake in such a dishonourable action, especially one based on a maybe.
