Don't have too much knowledge on the cortex algorithm but from the looks of things it would appear the 4070ti should be able to maintain above a 30 g/mw efficiency while maintaining at its stock hashrate or above its stock hashrate.
Update: Found the sweet spot and a proper overclock to maintain the stock hashrate and get a good efficiency it would appear that cortex does use both core clock and memory. The overclock was ran for more than an hour and it was stable.
Disclaimer: These overclock settings may not get you the same results depending on the gpu that an individual may have, whether it's a different aib gpu, the exact same gpu, or even the same gpu but with different memory with the exact same overclock settings applied not all gpu's are the same silicon lottery is unfortunately a thing.
