Let's look at Rule the Waves! Rule the Waves is a WW1-era naval fleet combat simulator (taken from the game Steam and Iron), but with the added aspects of naval budget management, ship design, and research, giving it a highly engrossing "campaign" feel.

Overall, I recommend Rule the Waves to those who are fans of this time period and naval combat and who are not afraid of a little spreadsheet manipulation, particularly those who like other games where you design your own units.
