Using Avidemux's hevc slower to load the CPU. Standard mode is all 8 cores enabled, boost mode is 4 cores in the hopes they will sustain maximum clock speed.

Results :
Octa core mode starts dropping quickly, it runs at like 3.6-3.7GHz average after a few seconds. However, it does hover around 3-3.5GHz with closer to like 3.1-3.3GHz being average. It drops all the way down to 2.5GHz even after prolonged compute despite being cool. It could be that the power is running out to sustain high clocks. For this chip is not high powered, the board is not high powered, and the power supply is a 45W brick.
Quad core mode actually sustained desktop level performance clocks for nearly half a minute, staying at 4GHz. However, it also fell off, falling to 3.8GHz, 3.5GHz, and 3.3GHz. However, unlike Octa core mode, it never fell below 3GHz. And actually it appears to be keeping up 3.3-3.6GHz very well. So I will be calling this Boost mode. Since if you are gaming, the load won't be consistent, that will give the board more time to recharge the boost, and potentially sustain desktop like performance as needed.
