Scatterer - generating atmos directly in KSP

Previewing one of the main features of next version: all the functionality of the config tool is now integrated directly in-game
- The process is simplified and the atmosphere height is automatically calculated from the scale heights and scattering factors, Rt and RL params ae now obsolete
- Controls are added for intuitively rescaling or thickening/thinning atmos without fiddling with individual numbers
- A setting is added to generate a fast preview version of the atmosphere, which generates very fast but has less resolution and more banding
