This is an SVGA mode played in DOSbox. Texture warping and shimmering are caused by the properties of the original engine, which tries to save performance, as the game is rendered by software. SVGA mode was CPU-intensive for the time, but VGA mode was playable even on 486 processors.
The game is also known as Bleifuss in Germany where it was particularly popular.
