Our seed starting area this year is under a cabinet, about 2x3 feet. We have aluminum foil all around to increase reflectivity.
In the center is our heat mat for seed starting. When they come up plants are moved under the 2 LED panels which can be kept very close to the emerging seedlings.
Then they move under the 150 watt incandescent metal halide light with a separate ballast which is stored about the wet area, covered and ventilated. With a small fan this raises very strong seedlings.
The heat mat can be removed when no longer needed allowing for more space for plants.
Our 150 watt ballest was gifted to us by an aquarium friend.

You can get a great incandescent plant light like this really easy and less than you think!
