Shelter Manager is an underground bunker simulator much like Fallout Shelter. The game can be pretty fun once you understand it but the campaign does a pretty poor job of teaching you how to play the game.
The game starts you off in the campaign mode, where you must follow simple objectives to progress. The tutorial is pretty strict. You have to do exactly what it tells you to when it tells you to otherwise it's very easy to reach a fail state. This is pretty frustrating as you must complete mission three in the campaign before you have the option to play in single player mode.
The game itself is pretty straight forward once you get the hang of it. You can assign your populace to work or research. Work will let you build rooms where as research will let you unlock new technology. You can also change food rations and assign work hours to adjust productivity at the cost of happiness.
You can also raid surrounding camps for resources, as well as attack other bunkers to take them over and expand your network. You will get attacked by enemy factions as well so you need to mobilize troops and equip them with weapons.
Overall, Shelter Manager is a fine game but at it's current state it could definitely use improvements. The tutorial is frustrating and doesn't do a great job of teaching the player. The game also feels a bit bare bones as of now. There's definitely enjoyment to be had but there are unrefined areas that may create some friction.
