1 - Talk to Reldo in Varrack Palace Library and Ask for a Quest
2 - Search the bookcase with the navy blue book
3 - Talk to Reldo and ask about phoenix gang
4 - Talk to Baraek in Varrock Square and Ask all questions
5 - Go to Phoenix Gang Hideout
6 - Climb Down ladder
7 - Talk to Straven and ask to join
8 - Go to Blue Moon Inn
9 - Defeat Jonny the Beard and take his drop
10 - Talk to Straven again
11 - Look inside the Weapons chest for a Shield of Arrav (Half)
12 - Talk to Charlie the Tramp
13 - Enter the building west and talk to Katrine
14 - Go to Phhoenix Gang Hideout
15 - Enter 2 doors east and go up the ladder
16 - Take the Two Phoenix Crossbows
17 - Talk to Katrine
18 - Go upstairs and search the cupboard for Shield of Arrav (Half)
19 - Use both halves together
20 - Talk to King Roald in Varrack Palace
21 - Quest Complete
