Looks like we've got to update the incident explanation chart to include "Okina is playing 4D chess". She's been quite prominent lately. Not that that's a bad thing or anything, it's nice to see characters from previous games take serious roles like she's been doing.
I suppose taking control of the oil to hide it away from... whatever is going on in the real world... counts under some definition of a noble cause.
