Heatshiver is the item I most often see suggested as needing a nerf, or at least to be made rarer.
If nerfs increase build diversity I'm 100% for them - but the data on who is using Heatshiver indicates that weakening this item will reduce rather than increase build diversity. Especially given that the best Heatshiver build of 3.21 - Spectral Shield Throw - won't be nearly as good in 3.22
'Balance through rarity' is a myth. Tier 3 rarity for Heatshiver makes it much more common than comparably powerful items like Unnatural Instinct or Dialla's Malefaction, but that's fine. Not all common items need to be trash, and making OP items rarer doesn't usually achieve balance either.
