The best strategy is to first have 1 sim do the hobby over and over again until they reach level 6 in the hobby, which unlocks all the possible hobby items in the collection. Then buy as many ice pedestals from the hobby store as possible (up to 15 per town) and have as many sims as possible work on the hobby over and over again.
