Here's how you can do the same:
1. Get augmented flames x2 and Destruction Dual Cast
2. Get aspect of terror from Illusion perk tree
3. Use shalidor's writings(destruction) and the strongest fortify destruction potion you can craft
4. Have Ahzidal mask on

Double-casting the spell in this case brings damage to ~220 and radius to ~30 meters!
