First of all, open up your game and use the "title key" to open up your console.
This key is usually right under your ESC key.

Next use one of the commands from below to spawn a dragon of your choice.
You will have to use the command "player.placeatme" followed by the dragon code and then the quantity of dragons you which to spawn.

Be careful when spawing many dragons as your PC might not be able to handle the load.
Also I would make sure to save the game before unleaching carnage in your neighborhood.

Commands:
player.placeatme [code] [quantity]

Dragon (with soul): EAFB4
Dragon, Blood (with soul): F77F8
