0Ra'jazz the Notorious has a 1000 septim bounty in every hold but Whiterun (which as it turns out may not be enough to actually get the guards to try to arrest him: I will probably up it to 2000 in a few episodes.) His goal is to rob every city in Skyrim blind, WHILE being wanted by the law. In this episode, he buys the black soul gems and proceeds to rob Birna's Oddiments in Winterhold.
