Slight rules correction from the video: With 4 players, you need to play paper-scissors-stone until 2 winners emerge. If all 3 tie, then need to do it again. If there is only 1 winner in the 1st round, then the 2 losers need to play until that 2nd winner is found. Then those 2 winners turn over 1 card each. (If 3 players, then do paper-scissors- stone one time; if the 2 players tie, then each turn over 1 card. Otherwise, the one winner turns over both cards.) However, playing paper-scissors-stone is only necessary if all 3 opponents disagree on which 2 cards to give.
