Hydrocity, my favorite water level from the Sonic 2D era. It's a pretty fun level. Unless your timing is off, you can use Tails to great affect when Eggman is dropping bombs in the water. The only thing I don't like is the sliding wall gimmick.

I don't do speed runs or TAS, nor do I use any cheats. Save States are only used for recording purposes (file size limits me from filming segments over a certain length). I do these for the average player, and mistakes are left in because the average player makes mistakes.
