I got inspired to revisit this IL after casually crushing my old best on the Sonic 3 AIR fan game. Not only has it been almost a decade since I last ran this stage, (seriously, since April 2016) but I've improved a lot as a player, so this run is more representative of my current skill level. The key to optimizing this run was getting Tails to jump straight towards the ledge in the U ramp section. The way I handled this in the past was by jumping and then flying, since I was jumping out of a spindash, which meant I had no ability to steer Tails towards the ledge after jumping. By jumping and hitting the ceiling after releasing the spindash that leads me into the U ramp, I retain my speed and give myself the ability to steer Tails' jump, which saves tons of time. About 0.8 seconds per lap if done optimally.

After a short little one hour grind, this was the result, a time that smashes my old PB from 2016 by nearly 4 full seconds. The only thing I'm disappointed about with this run was the final spindash/loop jump, they weren't as fast as they could have been, hence why it was the slowest lap, even slower than lap 1, man that's bad. If I can find a way to reliably get single lap times of 7.1 or lower, I'll come back to do a sub-36, but right now, no, fat chance. That would require a nearly perfect run with my current strategies, and I have no desire to take this further right now.
