1: " Including cheating" which is probably reffering to the hacked time trial times.
2: "Unauthorized access of the game program" is most likely reffering to people accessing minecraft and spongebob content before the "official" release
SEGA isn't becoming Nintendo. This has nothing to do with your client side character mods/skins that have 0 impact on anyone else's game. This is about people hacking online time trials, event scores, and tickets.
