I do mean when I say Sonic Skyfall has interesting level design, but it also is kind of a backhanded compliment. On one hand, the artistic part of me thinks "Oh cool. Dreamlike, non-euclidean Sonic levels, that's neat", while the cynical part of me thinks "Oh, they just slapped random assets and enemies about and called it a day.". I know it's mean spirited to think that, especially since this an amateur project, but still, I won't blame anyone else if they think the same.
That said, I'm not sure if how this Sonic fangame has these kinds of levels was because of concessions of how busted the Sonic Infinity Engine framework is, or they just really wanted a Sonic fangame where you get to feel like you're flying (and are not Tails) and picked said framework because of it.
Weird rambling in the description aside, I do think Sonic Skyfall is fun, if you look at it as just an unconventional Sonic fangame and nothing more, though the flying through the levels gets old when all you need is a button press and nothing more, but that's more on the quality of Sonic Infinity Engine, than the fangame itself. Also, it comes with all the bugs a Sonic Infinity Engine game would have (wonky collision, poor performance, inconsistent turning, boosting interrupting even if you held the button down, etc.).
I will say though, the level aesthetics and music choice are really unique and make Sonic Skyfall more memorable, despite the questionable level design.
