This build comes from pc League and is based on the idea to make Soraka invulnerable and more aggressive by letting her kite better. Soraka already has a speedup from her own passive, but it only procs when she is running towards a teammate with low hp. The core item of this build is Cosmic Drive. Its passive speeds you up when you are damaging enemies with abilities, so it procs easily in teamfights and when you are peeling for a teammate or yourself. So, even in a highly undesirable 1v1 situation it makes you stronger. MS from Cosmic's passive scales with ability haste you get from items. That's why you build other AP items with ability haste to complement it. It makes you move like you are lagging late-game, the enemies won't be able to land hits on you at all. And all you need as Soraka (other than movement speed xD) is ability power, ability haste, and mana. So the best items to complement the build are those with these 3 parameters: Seraph, Staff of Flowing Waters (also buffs your teammates' CDR), Harmonic Echo (also buffs your heals). You should also build CDR boots with this build. Since you will have all the CDR in the world with these items, you don't need the Transcendence rune at all. Get extra mana instead. I hope that with this video, you will see that this build doesn't make you a bad healer, as my healing is high enough for a 21-min long match.

Some additional info on this very match: I quarreled with our Jg bc he ganked too early, stupidly, ate our fruit and recalled, making my adc die soon afterwards and forcing us to lose the lane we would have easily won without the stupid Jg. He was also rude to me when I pointed out to his mistake, so I said I won't be healing him, so I kept my promise and was trolling hard in this match, even letting him die besides me deliberately. I wouldn't like to encourage such behavior, I admit that I was trolling and putting my team at risk of losing this way, but it's my own way to make other players respect duo lane. Just felt like clearing this up bc you might notice how I don't ult letting Jax die multiple times in this video :)
