This fight is a massive jump in difficulty and level over any fight before, to be clear he's 10 levels above the last required boss and 5 levels above the last optional boss.

Kaburagi himself has some deadly gun attacks and will act 2 if not 3 times every turn after turn 1.
His Tengu isn't too bad mostly just there to spam Mazan or a strong single target physical attack.

Leanan Sidhe is the biggest issue here because she will throw up a barrier on Kaburagi so you can't strike his weakness, spam Media to heal off a lot of the damage you deal to the bosses, and cast a party wide attack that can inflict sleep on your whole team and when combined with his strongest attack... yeah it's time to panic.

Thankfully after Executioner he will be stunned for a turn but unless your whole team survived it won't make much of a difference as he can resummon either of the demons you already took out, although their stats do seem a bit lower.

Altogether this fight is the obligatory early game Atlus difficulty spike you all know because every game has one. Matador, Nuwa, Minotaur, there's one for most games, except P5 because that game is easy until maybe the last quarter.
