Seine in theory shouldn't be too hard to dodge; in practice his arena is extremely oppressive and requires you to premove to spots where dodging is actually an option. My strategy was to always return to center stage to prepare as his triple shot whirlwind isn't feasibly dodgeable otherwise if he teleports to a bad spot. His super also requires premoving; you want to bait him to fire anywhere that isn't straight down, as it is extremely hard to get into position vertically in this arena. Other than that, bubble is the MVP for quickly mowing him down with both the strong initial hit and the second hit if you positioned right.
