Electro assembles Sandman and several thugs, revealing that series of technology heists was orchestrated by him in order to get components to create BioNexus harness which can amplify average person's energy field enough to provide electric energy for an entire city block, ability which would severely amplify Electro's own abilities and make him virtually undestructible. However, he is missing another mysterious component with only person who knows what component is being a scientist named Dr. Watts with Electro planning to have her kidnapped while she is attending science expo gala event in order to wrangle information out of her.
