Before you end the game (with the best ending), you must appease the SWAT people:
First change the resolution to a 4:3 one, so they actually descend into the compound and the game doesn't hang.
And lastly you absolutely cannot get Emile's retina and touch him in a lethal or non-lethal manner, the SWAT detect Emile's body and one of 2 things happen, either the game doesn't let you escape and they kill you when they look inside the bomb room or you get 1 body found in the stats and lose that sweet 99% to 100%, depending on if the game erroneously counted the choice bullet.
I'm surprised they actually have testers listed in the credits.
