Brigador is a twin-stick shooter very reminiscent of MechWarrior 3050 for SNES / Sega Genesis back in the day. Movement and aiming are controlled separately with mouse and keyboard or joysticks, and you can aim up and down or adjust distance.

Most the description is in the notes at the end of the video really. The game is not tested by Valve yet but seems to work flawlessly. No issues at all encountered in 30+ min that it was played for the video.
