This Stellar Blade game guide video shows how to solve the puzzle involving a locked gate in the Flooded Commercial Sector area on Eidos 7. The gate has a neon sign Club BPEMR above it and you'll come across it not long after Eve noticed a clock tower in the distance.
Find a small reservoir, dive and check the corpse to find a note with a hint. Look at the clock tower and read the time - it's 12:25. Go back to the gate and input 1225 as the code.
