The answer to these questions is Yes.
It is a good, visually-attractive game. Is it worth getting a Switch JUST for it? I don't think so, but I'm not getting much in the way of buyer's remorse.
The stream is in medias res. I've already played a fair bit through (having already pacified Ruta and charted much of the world map). If you want something comprehensive, this isn't really it.
I do wipe myself out a couple times, so there's your hook...
