This game definitely gives off F1 Circus vibes, despite actually predating that series of games. Not sure why this one didn't get released outside of Japan as it's pretty fun, even if the high speed setup option is pretty much undrivable. Btw the only difference between the 'real' and 'bgm' modes is choosing between engine sounds or music, because apparently having both at once isn't possible (what is this, an Amiga game??). Check this one out if you're a fan of top down racing games :)
