HOW IT WORKS:
- Based on damage
- Has to be the most damaging move in the ENTIRE move set of each character

ALLOWED:
- Single-hit attacks
- Multi-hit attacks
- Projectiles
- Moves with multiple parts
- Chargeable moves
- Influence from other fighters
- Indirect influence from other moves (e.g. Revenge)
- Enhancers
- Damage boosters
- RNG-based moves

NOT ALLOWED:
- Final Smashes
- Direct Counters (or else everyone with counter would be on top)
- Reflectors/Pockets
- Items (unless they're obtainable in the character's move set)
- Jabs
- Moves that you can button hold (e.g. Fire Breath)
