Once you get in game, its fine. The menus are fine as well, but the animated cutscenes and loading screens slow the framerate down. The game has a weird filter over it, which I believe is present in the 3ds version.

Disable 3d in settings to get the game to run at a steady 60 fps in fights. This rule also applies to the actual 3ds. It makes the game look a lot sharper as well. I also played this using my PS3 Hori Fighting Stick V3. Because I'm THAT guy.
