Tiberius is hard to stagger and his guard recovers fast when he's not stunned. He's also stupidly heavy, to the point bear enemies are actually lighter than him. His high attack stat + Water-elemental katana + Stahn's Water weakness = OHKO. His resistance to staggering doesn't give me much space for spells. There's one saving grace to this fight: getting Bloody Rose in. Normally, Tiberius is too heavy to launch, so he recovers his guard after the first hit and parries the rest of the hits easily. This can be bypassed by stunning him, which I didn't really expect Bloody Rose to do, but it worked out.
