In which, despite previously calling this a "horrible idea" https://www.youtube.com/watch?v=3AvssarlEYo , I ended up doing it anyway just to see what was possible.

This beats the current RTA WR by about 10 minutes and 55 seconds when adjusting for timing differences, achieved through extremely heavy amounts of CPU manipulation to get them to act stupid all the time (Despite setting the difficulty to Hard), getting instant setups for melee infinites, and a particular glitch that occurs when you skip a story cutscene too quickly (Which doesn't reset the enemy's position and action state) that allows such things as skipping the Kamehameha clash at the end of the Cell Saga among other smaller instances.

This serves as a baseline TAS, as despite its simplicity on the surface, there's a number of things I didn't check for. There's also a menu skip that I only found out about at the beginning of the Android Saga that can also be used at two other points before that.

TAS Notes

Common Enemy (vs Raditz)
Kamehameha spam is faster here (As is usually the case with some exceptions). I can get the CPU to act differently depending on when I use the Kamehameha after charging energy, when I stop charging the Kamehameha itself right before it's fired, and where my position is when the CPU gets up. Out of all these options, changing when I use it is the best situation, as the extra energy I charged can be used to fire the next one in a shorter time.

Goku's Quiet Rage (vs Nappa)
Here, it's actually faster to follow the story for a bit before landing on Gohan, at which we spam Masenko attacks to take Nappa out. The parts with Tien and Chiaotzu are on a fixed timer before the story can progress, so I use Melee infinites involving Heavy Finishes and Ground Slashes to keep Nappa stuck. Both of their energy attacks freeze time when used, which delays the point where you can progress the story, so despite their higher damage, they're slower overall. With Tien's section after Chiaotzu's sacrifice, the story only progresses when Tien loses all his HP. By pressing C-Left or C-Right rapidly while getting hit, you perform a "Get off of me" energy wave that takes about half of your own health bar. Gohan's Masenko deals nearly 6K damage, in contrast to Chiaotzu's 4K Psychic Rock Throw.

Ultimate Decisive Battle (vs Vegeta)
The same story as with Raditz.

Super Saiyan?! (vs The Ginyu Force)
Kaioken x20 Kamehameha spam is faster here, broken up with using Goku's "I'm Getting Excited" skill to increase his energy charging rate.

Frieza's Ultimate Transformation! (vs The Z Fighters but actually only Vegeta)
It's faster to exclusively fight Vegeta and take out all of his health bars in his first form than go through the intended story, fighting everyone else, and transforming. Frieza's Death Beam deals so little damage that his Melee infinites are exclusively faster (In addition to a Pump Up that deals even more).

Defeat Frieza! (vs Frieza)
Faster to exclusively fight Frieza as Goku instead of switching to Piccolo and back to Goku. Melee infinites are faster than Kamehameha spam this time. I'm able to use "Give Me Energy!" while Frieza is stuck from a Heavy Finish to power up a Spirit Bomb similar to the actually intended story, which deals about 14K HP. It's a second or so faster than continuing Melee infinites with I'm Getting Excited!

Legendary Super Saiyan (vs Frieza)
In contrast to the RTA route which only uses Goku's base form to fight Frieza until the end, I found it was just barely possible to turn Super Saiyan and take Frieza out without having him reach 100% Power and get all his HP back. The game forces that cutscene and HP restore if Frieza falls under 20K HP while Goku is a Super Saiyan. Turns out, a beam clash with Frieza's Death Ball while using the Angry Kamehameha after using Now I'm Mad! does 20,320. To get the blast stocks required, I manipulate the AI to fire energy blasts that I can deflect.

Enraged Android (vs Android 19)
It's faster to just complete the entire story section as normally intended. I need Goku's HP to drop to 0 (Assisted with that "Get off of me" wave I used with Tien), then need to knock 19 down as Vegeta (Using a single Ki blast that 19 doesn't absorb for some reason), then need 19 to knock *me* down (Harder than it sounds because most of its attacks don't even flinch Vegeta), and then need to get 19 under 40K HP, before the scripted Big Bang Attack finishes the job.
