This mission will have you increase your total number of workers in Cayman to 500. You can actually increase it even further if you so desire. Getting to 500 won't take long because you already have a tonne of businesses there. You will need to focus on simply building a few more businesses and a few more residences.

But once again it's fine to build more businesses and residences than you need.

As well you should start to think about investing in war galleons and galleons if you have not already. These will be almost necessary for completing the last part.
