This is a camera angle test. I usually maintain it in center when using mouse as the targeting device and will often pan it left or right when using a gamepad.
Sometimes adjusting up or down for better view of both character and environment.
It's a nice function the UE3 offers.
You can adjust yours by holding down SHIFT and pressing your arrow keys up/down/left/right.
