An ancient perhaps 2011 Silent Hill mod existed for FONV, kind of like a time capsule. This mod is OLD, made by apparently a single dev and some more minor help from others.
I am not exactly sure on the whereabouts of that mod's team today, and the copy I have does have differences from the others found online (I am using Tale of Two Wastelands, so... is it related?)
There's no clear answer on what actually goes on in that mod.
IN THIS VID I was returning to Silent Hill after clearing the mod, so it's now a free roam, and all story elements are now resolved.
I'm no connaisseur about Silent Hill lore, but from what I suspected and pieced together (my only games were parts of 1, Origins cleared over 12 times, and Book Of Memories... Woe is me), this mod implies that SH1 & 2 didn't take place because the Fallout timeline took priority, and as a result, Alessa might've died of old age/killed by Pyramid Head in the town in the meantime while the Fallout timeline marched on.
Essentially, the town may be without source of power, Pyramid Head took over Alessa's role, and it's now aimless and just wants (the town) to be given a mercy kill by the Courier.
After killing Pyramid Head, I noticed there was no more way to return to the Otherworld sections properly (outside of what I think are Beta version doors left unlocked by mistake, as this mod is technically unfinished), so...
There's also what I think is snow in the later parts of the mod, so if autumn fog is followed by winter snow, then maybe that's truly what the mod's closure feels like.

This mod is one hell of a preserved treasure on the internet, if you look for it (assuming you even start by believing it exists, which it does).
It's like 8 hours long, several sectors, a HUGE mass of work for what it is.
NOTE that it doesn't play too well with New Vegas Reloaded / has harmless quirks with modern modding setups. Also, WHY was this guy there at the end? Yeah, that's raw unedited footage.
