Sega decided not to create Sonic Mania 2 because they believe 2D pixel art games don't sell well. Sonic Mania, developed by fans led by Christian 'Taxman' Whitehead, received critical acclaim but didn't sell as much as other Sonic titles. Both Whitehead and Sega agreed that a sequel should move beyond traditional 2D artwork.
Instead of a sequel to Sonic Mania, they collaborated on ideas that led to the development of Sonic Superstars, which features 3D graphics but retains 2D gameplay and four-player co-op. Whitehead and his team were not directly involved in Sonic Superstars, but Japanese developer Arzest took on the task of replicating the controls and movement of the classic Mega Drive games with modern 3D graphics.
Sega wanted to reach a wider audience with Sonic Superstars, and using 3D assets gave the game a more contemporary appeal. There were no apparent conflicts between Whitehead's team and Sega, despite concerns about the release of Sonic Origins by Headcannon.
As a result, Whitehead has moved on to work on his own original game, a full 3D platformer titled "Penny's Big Breakaway," set to be released next year.
