Make your way up into the cage to grab the Shine Sprite. Make sure to take your time and to conserve your water as much as possible. Keep an eye on the gusts of wind as well, they can be a real pain. It's probably best to not grab the Rocket Nozzle unless you're dangerously low on water by the time you get to that part.
