Anthony L. Troutt (also known as "The Congressman") is a politician and Elusive Target in HITMAN™. He appeared in the mission World of Tomorrow on May 27th, 2016 - May 29th, 2016, and reappeared on December 1st, 2017 - December 11th, 2017. His solo contract was then merged with Richard J. Magee's in HITMAN™ 2 to form a double contract known as The Deceivers.
Richard J. Magee (also known as "The Guru") is a con artist and an elusive target in HITMAN™. He appeared in the mission World of Tomorrow from December 16th to December 23rd, 2016, reappearing from March 24th to April 2nd, 2018. His solo contract was then merged with Anthony L. Troutt's in HITMAN™ 2 to form a double contract known as The Deceivers.

Briefing:
A decorated war hero, Troutt is a center-right conservative with a strong popularity base among moderate voters in the U.S. As such, he represents a threat to the interests of both sides of the U.S. political spectrum, who believe there is more than meets the eye to his popularity.
His war record is questionable. Having served in Grenada, a great deal of his records has been redacted. But rumor has it that he was involved in a "friendly-fire" incident that left hundreds of civilians dead and was then covered up in the aftermath of the U.S. invasion.
Troutt retired after the Grenada invasion, though he soon landed a position as CEO for CICADA, a private military company. Ever the charmer, he was much liked and within a few years, he decided to go into politics, where his "populist" speeches soon made him a favorite amongst the better to-do voters of his party. in fact, his rise seemed almost too easy, which sparked off rumors of blackmail, as his opponents rarely dared to challenge him and would often bow down and retire from politics altogether. However, his true tactics are more sinister than one would imagine.
Richard Magee is a self-help guru and counselor to the elite.
Little is known about Magee's early life - only that he suddenly appeared during the "Self-Help" boom at the end of the 1990s, and quickly became a star within the political elite in Washington - appearing as a "self-help" poster boy on various national television shows, writing a line of best-selling books, etc. Magee was making a fortune. His "wise" words were a gold mine.
But then the unexpected happened. He suddenly announced that he would be going into semi-retirement and only deal with exclusive clients. No more books, no more TV appearances. He later stated in a rare interview, that he felt he had done what he could do for "the common man", and now only works personally with one client at a time. A messiah moves if anything. The people who could afford him flocked in droves and it's thought that there is a 15-year waiting list for his services.

About the Game:
Hitman 3 (stylized as HITMAN™ 3) is a 2021 stealth game developed and published by IO Interactive. It is the sequel to the 2018 video game Hitman 2, the eighth main installment in the Hitman series, and the third and final entry in the World of Assassination trilogy.
