This is a like the first real Boss in The division and his name is Hutch! (If you don't count the riot guy). This is a fairly hard bit that is just after a hard section. If you are up to this section, do not turn off your console, or you will be sent back to the Secure the Lobby mission and have to play a bunch of missions all over again!
