Making much better progress by just paying for anything I can with the current level and the extra ether shards I have earned by playing the Beacon War rounds. I repeat some of the prior rounds for the rewards and this has helped me save up extra shards, but not so much the Talent books. I think to get the talent books I have to successfully defend the Beacon in the next higher numbered round. I can also go out and hunt down some of the raiders near rundown shacks and other warn out structures, but am only getting 1 to 3 more that way per NPC. The leveling up process is slow on an official server and it is going to take at least two hours of game play to earn another level. You can see how many points are being awarded with each activity.
