Believe it or not, Frost shock was once considered and Overpowered ability in vanilla wow. It was so good at its time that it was joked as being the shaman "I Win" button. Frost shock today, is nothing of the sort. Its just a pretty standard Ranged slow that does a little bit of damage. So what was so different about it back then from today?
