The first rocket in the video is meant to be automatically detonated on the second round, and it's fired together with a frag grenade. That results in two subsequent falters. Then it's time to (animationless) mod swap to the lock-on while preserving the swap momentum. Finally some rocket spam into fast lock on into ballista with a mod swap cancel.

I wanna also add a few words about the heavy cannon role in this combo. When you go for an animationless modswap tech, you're doing something like:

weapon x - middle weapon - weapon x [ending with its mod swapped]

When used as the middle weapon, the heavy cannon is the only one that comes with two key properties:

1) alternate fire is not broken after a modswap cancel. If you're using a different weapon most mods (sticky bombs, arbalest, destroyer blade, ...) will simply refuse to function for a while. In this case, I wouldn't have been able to deploy the lock-on at all

2) heavy cannon modswap cancels preserve the swap speed. Without it, I wouldn't have been able to use neither the rockets punch swaps nor the fast lock-on.
