0On a lone island sits the entrance to the Serpent Waterway, an underground area that once functioned as a sewer. When the center of Hyrule was still the center of civilization on the continent, the sewers must have given water to countless citizens.
The current entrance to the dungeon seems to have been built much later, when the Kingdom of Hyrule moved to the south, leaving many of the ancient Hylian buildings intact yet abandoned. Though originally a sewer, it was used as a prison more recently. The prisoners were guarded by a horrible, two-headed dragon!
