When you first start the level head toward the back and talk to the Pianta standing in front of the square platform. While he's talking to you an electric goop manta will appear.
The Phantamanta will divide in 2 ever time you spray it. The idea is to spray all of the manta pieces until they can't divide any further and then die. Once the only manta that are left are ones that cannot divide any further they will change color and start actively seeking you out.
Try to not grab any coins unless your are damaged. Try to keep your surrounding area as clean as you can or flee to a clean area when necessary. This episode can be pretty tough do to how crazy it can get.
It might be better to slowly chip them down 1 by 1 instead of spraying everything like crazy. With this method you'll want to only spray the smallest manta available. It will take a VERY long time to beat the Phantamanta this way, but it may or may not be easier for you.
Another strategy that you can try is to stay near a body of water and just keep spraying water while spinning midair. This can be done by lightly (i.e. not all of the way) holding down the 'R' button , jumping in the air, then rotating the control stick. Just keep doing this over and over again. Switch to the hover nozzle if you're going to land on top of a manta and use it to land somewhere safe. Then go right back to twirling around while spraying.
