The Secret COPPA Stipulation YouTube DOESN'T Want You To Know.
YouTube made a pretty big oopsie with collecting data knowingly against the COPPA rule with the FTC law. After paying the $170 million dollar fine, they have now attempted to pass the buck to creators. They forgot about one thing though. COPPA stipulates a platform is allowed to mark content as 'mixed audience' that includes kids and adults. Google and YouTube don't want content creators to know this exists, because it would put the responsibility back on YouTube's lap. They just want to keep making that money.
